1 GOVERNING POLICY
This procedure is made under the Enrolment Policy.
2 SCOPE
This procedure applies to all coursework award courses at the University of Melbourne.
3 PROCEDURE
3.1 Eligibility to over-enrol
3.1.1. The University will only permit students to complete additional study beyond the usual number of credit points required for a course, as part of their enrolment in that course, in the following circumstances:
- Where a student cannot meet the course requirements (including the completion of a major where relevant) without completing additional study. Commonwealth-supported students will be permitted to undertake the additional study on a Commonwealth-supported basis.
- Where students have reasonable academic grounds for taking additional subjects, and are granted permission by the program director or academic head of course to enrol in the additional subjects (normally to a maximum of 25 points beyond the usual course requirements). Commonwealth-supported students will be required to undertake the additional study on a fee-paying basis.
3.1.2. Students who are not eligible to complete additional study as part of their course enrolment under section 1.1 may seek permission to enrol in additional subjects via the University’s Community Access Program (CAP).
3.1.3. Subject to section 1.4, the University will only permit international students to complete additional subjects (normally to a maximum of 25 points beyond the usual course requirements) if this does not require an extension to their expected course duration (either the start or end date) or the issue of an amended Confirmation of Enrolment (CoE).
3.1.4. The University may permit international students who have been permitted to complete additional subjects to extend their course duration where the need for additional subjects results from one of the following:
- compassionate or compelling circumstances, determined at the discretion of the University
- an intervention strategy implemented for a student at risk of not making satisfactory progress.
3.2 Applications for over-enrolment
3.2.1. Students wishing to over-enrol must submit an application in writing to the relevant student centre including:
- a proposed course plan including expected date of completion
- an explanation of the reasons for the request.
3.2.2. A student centre may ask a student who has applied to over-enrol to discuss the application with a student advisor before a decision is made.
3.2.3. Student advisors will consider applications to over-enrol on behalf of the manager of the relevant student centre, consulting with the program director or academic head of the course where necessary. The program director or academic head of the course may endorse or override a decision taken by another staff member in relation to the application to over-enrol.
3.2.4. Student advisors will advise students of the outcome of an application to over-enrol within ten working days of receipt of all required documentation, and record the outcome in the student system.
3.3 Appeals
3.3.1. Students may submit a complaint or grievance in relation to the application of this procedure in accordance with the Student Complaints and Grievances Policy and the Student Complaints and Grievances Procedure.

6 RESPONSIBILE OFFICER
The Academic Registrar is responsible for the development, compliance monitoring and review of this procedure and any associated guidelines.
7 IMPLEMENTATION OFFICER
The Manager, Policy and Programs, Office of the Provost is responsible for the promulgation and implementation of this procedure in accordance with the scope outlined above. Enquiries about interpretation of this procedure should be directed to the implementation officer.
